More than 3 or 4.  3 or 4 might be called "a crew".  A gang is a large enough group that it starts to take on some organization - not just a few friends out together.  In a gang, a leader emerges, for example.

There is no actual rule, but the general practice is that a gang needs more than two people or it isn't a gang, it is just a couple people.  Sometimes even 3 or 4 people isn't enough to be called a gang, and sometimes it is.  Gang usually means several rather than a couple or a few. Basically, a gang is more than we have a better word for it.
