Does voltage fluctuations damage transformer which placed on a circuit?

I know overvoltage damage the transformer.

    IT COULD SHORTEN ITS LIFE ESPECIALLY FOR THOSE CHEAP MADE QUALITY TRAQNSFORMER.

    more details needed. A transformer can handle steady voltages up to its max ratings. Voltage fluctuations that go above the max rating for a period of time can also damage it. What that period of time is varies with design of the transformer. 

    Most all transformers do not have comprehensive specs on voltage fluctuations, so to be safe use a transformer whose max voltage specification is above that reached by any fluctuations.
