Can I make a turn at a red light when the sign says "Stop Here on Red" and there is no sign that says "No Turn on Red?"?

You can turn right on red for any light that isn`t posted "no turn on red". All it means is that you still have to stop on red before you turn, and directs you to stop at a particular point so you`re not sticking out into cross traffic before the turn begins.

That depends on the laws of where you are driving. Yahoo is universal but right turns on a red light are not permitted worldwide ( especially in countries where they drive on the left side of the road as you would be crossing traffic to make a right... ).

It is what it is - telling you where to stop. Just don't try a right turn on red in some states - it is illegal.
