Why do men in Scotland wear short skirts? Why don't they wear skirts up to their feet?

UP to their feet? Feet are generally down, not up.
Scotsmen do not wear skirts. They sometimes wear kilts.

Because nobody would wear a “Skirt” Kilt 'UP' to their feet would they,when they are 'BELOW' the knees. Go back to school.
