During a job interview is it okay to keep your winter jacket?

Not unless you're outside. Keeping it on will make you look uncomfortable and awkward.

Not really, you should have your jacket off and have your outfit looking presentable for when you go in for your interview. If someone tells you to keep it on as the offices are cold or something like that, then yeah, leave it on, but otherwise, you should really take it off.
