Why do my eyebrows react horribly to waxing?

Any time that I try to fix my eyebrows they react horrible. Not just with waxing, but with plucking and threading too. The skin around them turns red and I get these ugly bumps. I don’t fix them often because of this. And I only try to get rid of any stray hairs around them, not change the shape of them. I have dark hair so all the stray hairs make them look big. I wax and thread my arms and legs and nothing happens, so not sure why my eyebrows are any different.
