It either means you are hooked on a drug called "poverty consciousness"
- (because you will always be poor if your expenditures exceed your income)

It means spending more money than you take in -- i.e. charging things you can't pay for.

Outgoings exceed your incomings.
In other words spend more then you earn. Either living in debt on a credit card, or borrowing money (maybe against a asset) to spend.

"Living beyond your means" is when you cannot afford 'the good life', but assume you deserve to anyway, and start attaining things that will get you that life even though you have no way of paying for it at your present time.
Example:
You want to look like a player, so you max out your credit cards buying bling for yourself, with absolutely no way to pay the bills on your salary. You eventually end up bankrupt, losing all the things you got for yourself, and getting a really fcked up credit score that will haunt you for the rest of your financial life.
