What game is this from?

I'm looking for an old game that I remember my mom playing, but the only scene I can remember, is that the boss fight is out in the rain, and you're fighting against a big thug/mafia looking guy. You have to dodge is charge attack and then choke him out from behind. I cant for the life of me remember the name.
