Is what Trump calls "deep government" just how Washington works?
Rightly or wrongly, GWB had Cheney as his master bureaucrat but the Trump team never had such a person.

It seems so. The democrat party controls the bureaucracy by promoting decision makers who are loyal to the democrat party. Allegiance is to the party, not the country. Same way the communists control a communist country.

Yes..but when honest hard working federal bureaucrats won't lie and cover for him, he calls them "deep state". He forgets that they work for us, not for him. Thats why CEOs do not make good presidents, they are not used to working for the people, they are trained that people work for them.

It's not supposed to work that way. So, the parts that are illegal, unprofessional, and bureaucratic overreach, they have to be changed because it is corruption of how the institutions were created for. It's normal human behavior to expand an organization, which is one reason why conservatives are against it. Conservatives in general want smaller government, not larger. The Democrats in general use larger government to oppress America. I think that is clearer than now than it ever was before.
It didn't help that Obama hired Brennan as CIA chief, a communist.

Trump knows what “deep” means and he has heard the word “government” before. He just thought that the two words sounded good together...

exactly, his "deep state" is just the checks and balances on him that prevent him from doing whatever he wants
