Darn sediments just keep on being carried down off the continents, day after day, year after year, century after century, millions upon millions of years in some areas. Can't even convert dead plant matter to petroleum in nature except by deep burial and raising the temperature and pressure.
Oil / coal began the forming process about 300,000,000 years ago and the Earth does move that much over such a long time. BTW, there will never be large scale fossil fuel generation again because now we have bacteria that rot plants and turn them into soil.

I guess that it is because of the volcanoes erruptions. The dust and ash repeatedly covers the Earth.
