is it wrong to steal someone's pet and and then give it back to them for the reward money?

Its a win-win so why not? The dog gets away from home for a while and probably gets more feed than his health fanatic family give him. 

When you take him back, the family looks upon you as a hero, especially when you tell them that you were hit by a car when you pulled their pet out of danger from a speeding driver and that is why you have a walking stick.

If you are not happy with the reward, you then pop a pill that keeps the migraines away, the migranes that you get since the blow to the head in the accident. If you are still unhappy, you drop the pills all over the floor and explain that the nerves were damaged in your right arm also and that is why you can't hold much. 

If you think you could manage a little more from the family, flick the dog in the balls with a thick rubber band when no one is looking. When he yelps, just tell the family not to worry as you took their dog to the vet to get that little problem sorted at a cost of £300 and the vet said the yelping should stop in an hour or so when the shock of the accident wears off.

All in all, everyone was happy. What a great day, especially if you could now fall on someones Hedgehog.

It is wrong for people who have been raised properly and live in a stable society to steal another person's property and ransom it back.  For sociopaths, I don't think they understand the concept of right and wrong.

Not if you agree to agree lib. Then it starts to trickle down unless of course the pets owner is conservative. Open season until it costs upper crust libs a dime at that point.

Yes it is, and you can go to jail for it. Jail, where things don't go well for people who harm animals or children.
