You'll need fleece lined tights for warmth.  they sell some for men but you're better off with larger sized women's rights.  they're the same and more readily available.

If this is about keeping your legs warm, get a garment designed for lightweight non-bulky easy to care for warmth. If this is about support, look for suppliers for dancers. Some suppliers of medical office clothing carry support tights for men to wear under scrub or uniform pants. If this is about fashion, wear whatever look good to you.

For women, any sturdy, opaque tights are fine, as are leggings that aren't too thick to fit under jeans. (Don't buy the fleece-lined versions.) You can find all of this anywhere.

My husband wears lightweight long thermal underwear in really cold weather.  Women can wear it, too.  Look at places like LL Bean, Land's End, or maybe Orvis. Versions in silk knit are particularly lightweight but also warm.

Pantyhose (if you can even find any) and tights do not provide warmth,

L.L.Bean has great thin warm thermal longjohns for men and women.

Look for the brand Cuddl Duds in Macy’s, Kohl’s and other department stores.

Fleece lined tights are too thick to wear under jeans.

Real men wear thermal long underwear under their pants. Tights/pantyhose are for women.

Pantyhose and tights won't add warmth and they aren't very comfortable when worn under clothes. Instead look for lightweight base layers as worn by hiker's, skiers and outdoor sports enthusiasts. They come in a variety of fibers, weights, warmth levels and stretch. These base layers aren't grandpa's longjohns or your dad's thermal underwear, these are light, warm, breathable and comfortable.

If it's cold enough that you need another layer, panty hose won't help.  Buy long underwear.  You can buy lightweight wool or silk for warmth.
