What does "What are you up to?" mean?

    It means "what are you doing?"

    To ask what someone has been doing lately, you would say, "what have you been up to?"

    It can mean what have you been doing but nearly always is just a form of greeting.  The reply is "Not much" and they do not really care what you have been doing.

    It is asking what you are doing right now.  It is often said as an informal greeting though, rather than as a way to ask what you are actually and truly doing.  Just a way to start the conversation, to give the other person a chance to answer pretty well however they want.

    What are you up to?

    Oh, not much, but I was thinking about going to grab some lunch.  You want to come with me?

    This is a slang term that is asking you what you have been doing lately. Someone typically would ask this when they haven't seen you in a while and want to catch up on how you have been.

    Most of the time, it's just a politeness, a greeting. The usual answer is "Not much, how about you?" There are times when it can have another meaning. If a teacher finds. you in the classroom during lunch, near the teacher's desk, the teacher might say "What are you. up to?" meaning "what are you doing here?" and with the implication that you might be doing something wrong, like looking for test answers. 

    Any greeting like this- "What's up?" "What are you up to?" "What's going on?" "How have you been doing?" are NOT usually an invitation to talk to on and on about everything you've done lately. They are just formulaic greetings.

    It is just friendly small talk.  Just a quick answer as to what has been doing lately is all that is required.

    "What are you up to?" is the same as saying "What are you doing?" It's a type of slang.
