The outdoor temperature is not particularly relevant. What you need to compare is return and supply air differential. A difference of 20°F is real good, a difference of 15°F is not uncommon, a difference of 10°F or less is cause for concern.

You are looking for a 15 to 20 degree difference between the return and supply air temp. If you have it, then that isn't the issue. If your numbers are true, you have an issue.

You will have to bite the bullet and pay someone to repair your unit.  You might have a refrigerant leak and need a charge. Check the outside unit to see if it's clogged with dirt and leaves, etc.

no.  there is something fundamentally wrong.  the first likely culprit is low on refrigerant.  my new this year unit achieved 59 degrees out of the vents when tested.  you need to have the system checked by someone who knows what he is doing.  ask neighbors who they use -- find a firm whose technician actually tests the air flow and temperatures at the vents [the device used these days is digital and sends directly to the tech's phone]  -- grampa

About 10 years ago, we had a similar situation, when the AC just wasn't cooling enough. It turned out our duct connected directly to our inside unit had separated from the unit in our attic space. The AC was blowing cold air primarily into the attic, because the duct tore away from the AC unit. It's a good idea to have your duct work inspected, especially if the unit is not cooling or you're getting a lot of dust inside the home.

yes,if it's set to 78 but not if it's set to 70. clean the filter. flush out both the condenser and evaporator. all 3 could be clogged with dust and such.
