How were race relations like overseas during the 1980s?

Where overseas and between which races? Also how are you defining "race"? Most interactions and attitudes between groups tend to be more ethnic than racial. Take the Japanese and the Koreans. Both are an Asian or Mongoloid group but are very antagonistic toward each other on ethic grounds.
