It's certainly very likely. But unless or until we DO find out about them, your question is unanswerable.

This would depend on what qualifies as a civilisation. They don't just pop up overnight, they're developed over generations. Most civilisaions are probably a composite of several proto civilisations that joined, were assimilated, or were conquered and eventually developed into the societies that are recorded in history.
