If she leaves, it's hard to put her into water....
If you want to propagate rosemary plants, use cuttings:
Stick the stems in a jar of water and place the jar in a warm place away from direct sunlight. Change the water every couple days, replacing with room temperature water. But, not all cutting that will root in water have root nodes, but most of them do so find the root node on your plant. Carefully cut just below the node with a clean sharp knife or scissors.
