What's the best way to clean a REALLY Dirty Grill?

My grill has two straight years of soot, char, grease and other thats thickly caked on, see image link https://imgur.com/Php6zmV

whats best way to clean?

Fire it up on high and use a good steel grill brush, just keep scraping off the layers, watch out for flames,   cover  and repeat if needed,  Do not use oven cleaner, grills are not made for it and it may outgass,   you can also try a steamer

Fabuloso and boiling water.  Soak the grill in it for a couple of hours and the dirt will come off without effort.

Buy a new one and throw the old one out.
