Is paying $300-400 a month for oil to heat a 1,500 sq/ft home too much?

Of course this depends on how good the insulation is on the house and what the weather outside is. Also what the house resident considers `warm` enough, and what temperature you have the heating set on, and how many of the rooms in the house you heat all day.
So really, without more info its impossible to say if you are paying too much.

No, I live in the Northeast and pay about $300 monthly for oil to heat 1200 sq ft.
