False under the rules 50% of the construction crew has to be the local population aka US citizens or Green card holders.

On the other hand 100% of the permanent jobs (inspections and maintenance) will be done by Canadians

False. Under the terms of the deal they have to hire local workers in the regions that pipeline transects. This includes both US states and sovereign Native territory. The Ute nation in particular will lose jobs.

100% false.  They were obliged to hire workers in the areas where it would be.  As it's now not approved, it's a non sequitur.

Are they obligated to hire countrymen because of grants and loans covering the project? Legally their hands may be tied on this.
