What laws should states pass to secure our elections against ballot harvesting and increased African American turnout?

Laws made concerning elections should be made to make sure it is verifiable.  Not sure what laws would stop African Americans from voting that wouldn't have the same effect on brown and white voters.  This stuff about voter suppression is a little deceptive in my opinion.  If its a matter of transportation or being illiterate, etc, there should be people who help them provided by neighborhoods or even DNC or RNC.  Yes, some white people are illiterate too.  Ballot harvesting is not legal in some states and 37 states require some kind of ID to vote.  That is not unreasonable.

I believe it should be Federal and enforced by the SCJ. No state should have the right to stop black and brown people from voting.

We need to ensure that only people that are adult US citizens who are alive, conscious & aware (not in a coma), and not rights suspended felons get to vote in USA elections.
